    A political speech on the economic impasse, should always reference helicopters scattering paper money across a beloved landscape.  It should wax most poetic upon the scads of happy people trampling over each other in their effort to secure as much of that money as possible. 

     Then comes the question, upon what do the most successful spend their winnings.  And the traditional answer is weaponry and magistrates, so that next time the helicopter passes, some will be even better prepared.
